I read your question carefully and I understand your concern.

It is not clear what you intend by "motion epilepsy", it is not a commonly used term, perhaps if you cared to repeat the question giving more info on his symptoms and the reports of the tests you've had might be able to better understand.
However, generally speaking of epilepsy, Epilim is one of the most used drug which is effective in almost all types of epileptic seizures, so it's a good choice to start epilepsy treatment.

I hope to have been of help.

Epilepsy is a diagnosis in itself so if the doctors are sure he has seizures it is ok to start treatment. Some tests are necessary in a patient with epilepsy though such as brain MRI to look for possible lesions giving rise to epileptic seizures (lesions like infection, stroke, tumor, past trauma etc) as well as an EEG and routine blood tests.
They might turn out all normal and still treatment be given if the doctors are convinced the seizures are epileptic, don't be surprised about that, but those tests are necessary.

I hope to have been of help.
