Can Failed Cubital Tunnel Surgery Lead To Numbness, Muscle Atrophy And Weakness

I had cubital tunnel surgery two years ago; that surgery failed. I still have numbness, tingling, weakness, and muscle atrophy. I have been experiencing extremely painful muscle cramps in the hand that contort the fingers for the past couple of months. I am also experiencing the same numbness and tingling in my opposite hand. Could this be a problem in my spine rather than my elbows?
