The symptoms you mention correlate with
atopic eczema. It is a red , itchy, scaly eruption commonly seen in infants. the common sites are neck,legs,arms (especially in folds)
Still it would be better to have look at it before staring treatment, as some times bacterial infections over the skin can also present in similar way.The treatment is completely different in both conditions.
Atopic eczema is usually treated will application of emoliants (eg: emoderm) over the skin (generous use) after bath , during bedtime .The bath time should be shorter even wiping with warm water will suffice.
The baby is usually well in case of atopic eczema (but has itching), but in case of infection the babies would generally be sick. Soaps like dove are better as they are more acidic and less alkaline and suits babies skin . Do not use baby oils.
Topical steroid, such as .5 to 1 percent
hydrocortisone cream can also help when not controlled by above means. Unlike bacterial infections antibiotic cream has no role in eczema and may aggravate the problems by destroying the flora of the skin. Itching usually settles as the eruptions are cured , drugs like
atarax also help.
Hand hygiene of those handling her and trimming her nails are also important in management. Eczema also improves as the child grows ad when the skin thickens.
