Could Low Blood Pressure In A Person With Heart Disease Be A Matter Of Concern?

my husband with end stage renal failure has a very low blood pressure 70/50. He is also a cardiac patient who has had a double bipass in May of 2013. And a subtotal colonectomy in May of 2014 and has recently finished chemo therapy. He is a type one diabetic and has slightly elevated blood glucose today. And a cold with a cough the last week. Should we be taking him to the ER because of his blood pressure. He does not have a fever
