No a urinary infection has no relation to menses.
Up to 6-8 pus cells can be seen even in a healthy person. Since you have symptoms, taking treatment for a urinary infection will be adviced here.
Menses can be late due to many causes- stress , anxiety, weight loss/gain, hormonal imbalance. Please get an ultrasonography done to to rule out a condition like PCO, renal calculi(stone) etc. Also chk your TSH , T3, T4 levels to rule out a thyroid disorder.
For recurrent urinary infections, you can take homeopathic medications safely.
Meanwhile have plenty of water, fluids, keep area clean n dry, wear cotton panties only, avoid holding urine for long.
