Does Neosporin Cause Red Bumpy Spots On Burns?

My 18 yr old son burnt his thigh on a motorcycle muffler 2 weeks ago and has a couple of 2nd degree burns. He was using polysporin but switched to neosporin about 4 days ago. He now has big bright red bumpy spots on the burns that itch terribly. Could this be an allergic reaction? or is a stage of the burn healing?
