Does An Infant Suffering From Constant Fever And Irritability Need A UTI Test After Having Tested With WBC In Normal Range?

My 20 month old son has had a fever around 101 to 103 for three weeks now. They ran a WBC, Flu swab, Blood culture all came back negative. He does not have an ear infection and his throat and lungs are all fine. He is not having any symptoms besides the constant fever, very cranky, irritable and now beginning to barely eat or drink. I did notice that his diaper smelled a little different from his urine. He is circumcised so the ER Dr. denied my request to check for a UTI. This was two days ago and he has not changed. Is it possible to have a UTI but his WBC blood work come back normal range?

Greetings of the day

Urinary tract infection causing fever usually have elevated wbc count but in occasional cases the count may be normal.
It's worth considering the diagnosis of uti and ruling it out by at least getting Urine microscopy examination.
