Does Formula Milk Cause Severe Constipation In An Infant?

I have a 13 month old grandson, who is always constipated. My daughter has taken him to the doctor and they just say give him more liquids. can it be the formula? He is still on formula because he hardly eats solid food. Its always a battle to get him to eat anything. his bowels are hard and he just is terrified when he has to go. He pushes so hard he is shaking all over. I think he need a new doctor.( grandmothers opinion). Anything you can recommend?

I really appreciate your concern, in this age of just 13 months if child does not pass the stool then it is not the matter of worry neither this is said to be constipation and this condition does not required any medicines, and not even it needs to be tried, just encourage the child for drinking water hope this information helps.
