Does Hypoxic Ischemic Encephalopathy Cause Hearing, Vision Or Talking Problems?

my brother had a baby boy 15 days back. he was diagonised to have Hypoxic Ischemic Encephalopathy through MRI. he had seizures two times. he is not swalloing the milk , so his feeding is through the tube. my concern will he have any sight problem , will he be able to talk and hear.
