Drug Addict, Heroin, Punctured The Vein, Red, Swollen Arms, Bumps. Any Treatment?

My friend is an addict and he recently tried shooting Heroin. He missed the vein or punctured it. ..I don't know but he refuses to go to ER or a doctor. His arm is red and swollen with a hard bump. Is there anything he can do? What does this mean? Is there any clinic for addicts he can go to get it checked?;I'm really worried for him and know nothing about this. I chose to love drug free. Anything I can relay to persuade him to do the right thing?

Hi, apply compression bandage now and convince him to visit ER once. This needs examination to know the damaged tissue and management based on this. Discuss with your doctor for managing addiction also as this need to be addressed before any further complication.
