Dry, Reddish Skin On Ankle. Applied Steroid Cream. What Is This?

Dry reddish patch of skin on ankle close to ankle bone (about the size of a quarter but is an oval/patchy shape). Started out as just a very dry spot but not discolored (never itched). I put a steroid cream on it for a couple weeks and now it is smoother, kind of leathery (but not a lot) and reddish in color (also possibly larger area now). Will not go away. It initially appeared about 3 months ago give or take.I cannot figure out what this is or if I should be concerned. There does not appear to be any kind of outside irritant causing it since no shoe is rubbing in that area nor is any clothing.
