Having Noticed Discoloration On Face Which Looks Like Freckles

I am very fair but protect myself against the son. Recently I have noticed I have some blotchy skin discoloration on my upper lip. It looks is a lighter discoloration just above where my lips are. The skin is smooth but looks like as if they were white freckles.
