Heavy Drinker. Obese, Blood Pressure, Cough. Suggestions?

Hi, ok my husband has always been a heavy drinker. Now after 15years he has blood pressure he is also obese and still eats junk food.He has theis cough, like he,s about to die any minute but doesn't,t accept he needs help. The doctor gave him blood test to do for hypertention, which he threw in the cupboard and hasn't,t done it sincere 2months.
