High Uric Acid, Swelling In Right Hand Elbow, Advised Surgery. Is It Necessary ?

I am 25 year old male working abroad and my recent blood test shows uric acid is higher than normal (its 9). Also there is a swelling in my right hand elbow. Is that a gout ? I never used alcohol and I started a dieting in which I used to skip my lunch will it be a reason. One year before I had an accident in the same place.
And my doctor advised me for a surgery. Is that surgery a emergency or can I able to do after going back to my country. Kindly advice me.

Hello, hyperuricemia causes olecranon bursitis. But what kinda problem you have in elbow I don't know. If bursitis, go ahead for operation. Plus you need uric acid lowering agents for further care. Thank you
