How Can Face Rashes Which Itch And Burn Be Treated?

I am 23 years old and for the past few months have been experiencing a terrible burning, itchy, red rash on my face that results in tiny whiteheads literally covering my entire face. This seems to happen a day or two before I get my period and is very uncomfortable, not to mention unsightly. I am not on any type of birth control or any other medicine and am wondering if this is hormonal and what I should do about it. I have seen a doctor and he thinks it is a contact allergy to a product, but I use the same wash and moisturizer all month long and only experience this around my period. Any advice to prevent and treat this condition is greatly appreciated!
