How Can Swelling In The Legs While Suffering From COPD Be Treated?

My 95-year old friend has COPE and Emphysema and has begun over the last several months having swollen legs from fluid being retained in his system. Recently, medical staff has found some of the fluid in his lungs as well. He currently has pneumonia. He asked his doctor if it were contagious and received the answer no . He is staying in a Skilled Nursing facility and eating meals with other residents. Is no the answer generally, sometimes...? How do I distinguish which is which, if not always ?
