An umbilical hernia does not go by itself. It can be only treated by surgery. Of course, some patients may live whole life without surgery, particularly patients with small umbilical hernia. Whatever, the powder was applied by your mother might have caused allergy to your mother. She should take some anti-allergic orally like Cetirizine or Loratadine etc., and apply some local steroid cream, may be hydrocortisone. If the problem does not go, then a course of oral steroid may be needed.
Take care. Hope I have answered your question. Let me know if I can assist you further.
