The safest thing to advise your girlfriend is , to report to ER, as soon as possible. Remaining at home is risky, as complications may develop, which depend upon the acid content of the toilet cleaner with phenyl.
Instead of asking her to keep vomitting, which isn't easy, it's best to ask her to take as much water as possible, so as to dilute the phenyl effects inside the body.
