I Had An L4-5 Laminectomy Approximately 30 Years Ago Following

I had an L4-5 laminectomy approximately 30 years ago following a car accident. I now have spinal stenosis at L3-4 and L5-S1. Over the past 6 to 7 months, I have been experiencing intermittent bowel and/or bladder incontinence which has become more and more frequent over time. I recently saw a Neurosurgeon who told me that the incontinence was likely a gynecological issue, not a neurological one, but I feel the problem s related to my stenosis. My questions: Could I be experiencing slow onset cauda equina? Does cauda equina ever present in the way I have described?
