If The Human Body Carries 1.2-1.5 Liters Of Blood, Then

If the human body carries 1.2-1.5 liters of blood, then how is an amount of medication labeled in a saliva drug test. I was told they found 2.3ml/l I think. These are medications I'm prescribed I guess I trying to find out how they determine the amount of a substances and what is the name of that amount, if it's not ml?
