Irregularly Bent Penis, Tight Foreskin Cannot Fully Retracted, Tip Appears Red And Hurts When Touched.
Hello, I am 18 year old 6ft tall male. I have began to take notice, as I got older through my teens, that my penis seems irregulary bent, the end faces down and curves to the left. But I am mostly worried about my tight foreskin, it can never be fully retracted and I am concerned there might be a hygiene issue, as I have never been able to pull it back, I can only see the very tip, which appears very red and hurts when you touch it. What do I do, would I need circumcision and some kind of treatment

Two possibilities are there ,
1 May be due to narrow opening of prepuce of penis , this is usually a most common cause .
If opening is very narrow and there develops bulging of urine during urination then consult a surgeon and get his opinion.
2 May be due to para-phimosis , diagnosis can be confirmed by physical examination by a surgeon .
So in both condition consultation of surgeon will be the best thing for you.
Red tip of penis is due to hampered blood supply due to tight opening of prepuce.
