Is Chronic Venous Related With Hives And Blisters On Thigh And Legs?

i have been breaking out with hives for the past 4 weeks, all the sudden i am breaking out with bruises. my whole outer left thigh is a big bruise. I have some other ones on my front thighs and some are starting to form on the bottoms of my legs. My doctors dont know what is going on but think I need to see a dermatologist. I am on steroids right now. Does this sound like chronic venous?
