Hello
Thanks for writing to HCM

You can although it is not common. Rabies is transmitted through saliva, therefore it is possible that the dog had saliva on his nails. Being scratched by rabid animal is still considered exposure and you should still seek medical attention
In order for you to get Rabies, another Rabid animal, would have to bite your dog, who would if not vaccinated against Rabies, will also become Rabid. If your dog is Rabid and it scratches you, then yes you could possibly get Rabies
you need to see a veterinary doctor for your puppy condition

Hope i have answered your query
Take care
