Is Recurrence Of Squamous Cell Carcinoma Possible?

My mom had a mole which was later diagnosed as Squamous Carcinoma removed by a dermatologist in September 2015. The doctor did the procedure that day on the first appointment. My mom just found this paper that says what she had and it said it was an incomplete procedure. How worried should I be that this cancer was not fully removed and the cancer could spread.

It is almost two years if a tumour had to recur it would have reocourd by now
Second squamous cell carcinoma is very low grade tumor and usually reocurs first at primary site and then spreads to lymph nodes
She needs 3monthly Clinical examination of site and examination of lymph nodes
