Mole On Arm, Got Burnt And Turns More Red Since Then, Bleeds When Scratched. How To Treat It ?

I have a mole on my arm it was completely flat though. In 2008 it got burnt and went a pinky colour, ever since then it has become more and more red and even has turned into a lump. Sometimes there is flakey skin on it and when I scratch it off it bleeds . Occasionally there is pain located around the area of the effected mole. What do you suggest this is? An what s the best way to treat it?

Before proceeding to treatment it would be better to do a punch biopsy from the edge of the lesion to look for any cellular atypia. Later on the treatment can be planned as per the biopsy report
