My 92 Year Old Father In Law Has Congestive Heart

My 92 year old father in law has congestive heart failure but is in independent living after a rehab stay for two falls. He is on 11 medications daily. I am questioning 80 mg Lasix in the AM and 40 mg in the evening while also taking Coreg 3.125mg twice a day and Lisinopril 2.5mg in the evening. Is this excessive? He does have some swelling in his feet and legs at times.
