My Blood Pressure Has Been Running High, Am Taking 12.5

My blood pressure has been running high, am taking 12.5 mg Hydrochlorazide (?), but it isn't working to stabilize it. Today I am experiencing severe heartburn, headache and can feel my heart beating throughout my body. I did get very fatigued after my daily walk and felt very tired. Should I go to an express care or ER...I cannot get into my own doctors office to be seen.
