My Little Guy Shakes His Little Head Frequently.......like He Is

My little guy shakes his little head frequently.......like he is trying to clear it.....he is a chihuahua/mix. I have been cleaning his ears and there is no redness visible.......know they have respiratory problems.
He is a rescue guy and we think he is 8-9 yrs old. Any advice?
