My Wife, 42 Has Had Panic And Anxiety Disorders Along

My wife, 42 has had panic and anxiety disorders along with agoraphobia ( if I spelled that right) for approximately 14 years and in the last two years has developed more neck problems (2006 had 2 cadaver bones installed in her neck). Now they need to replace them two along with 3 more, a very serious operation, and in giving her pain meds they cut her off her clonazepam for the first mentioned. Now her panic disorder is causing severe elevations in her blood pressure for the several months she's been off her clonazepam.
They say, they can only fill one and only one ...... so choose.
Is there a medical reason for this? We just seen a heart dr. for the elevated blood pressure and an echogram shows no damage YET. He emphasized yet. But says the panic disorder is a major contributer to the problem. She needs both medications and she never has had a problem with any kind of abuse. Is there some way I can reason with our dr's to help with this problem?
