Numb, Circular, Blister Bump On Upper Calf. History Of Cut Which Was Painful And Healed Back. Any Ideas?

I have a bump on my upper calf that is the same color as my skin. It looks like a circular, small forming blister but you can't see through it and I can't feel it at all- even if I touch it or rub it, the only thing I feel is my finger touching it and not my leg being touched. It's been there for at least a year and nearly came off once, and under it was as if I had cut myself but it was too painful to try to get the rest off and it eventually healed back (It was just a little part where it joins the skin).
