Planning To Fly After An Accident With Subduarl Heamatoma, Plate On The Back Of Skull, Not Healed Completely. Is It Ok ?

My nephew is planning to fly on a 2.5 hour flight in a few weeks time. Last year he had a bad accident with subduarl heamatoma, he has a small plate on the back of his skull & 4 screws down the right hand side. His recent x-ray shows that he still has a small fracture where 1 of the screws has not connected fully with the skull. Is he ok to fly? Thanks
