Rashes On Penis's Foreskin, Glans. Tried Canesten And Hydrocortisone. Why Is Skin Over Sensitive?

I have a rash on my penis, when foreskin is retracted the rash is mainly on the foreskin and there is a slight pinprick red rash on the glans. I've tried canesten for two weeks and now I'm trying canesten with hydrocortisone but its not really helping.

The skin always feels tacky and over sensitive, I never use soaps, and I have non-bio washing powder with no perfumes etc i also have slight urethral discomfort when the rash is there. It never itches, just feels hot.

I've had this on and off for 18 months. Been married for 8 years and we are totally faithful so I know it's not an STI.
