the reason for the pain is your limited range of elbow as well as wrist. since you have not achieved full mobility shows that the soft tissues which got tightened due to cast are still not back to their normal state as well as the new bone formed at the
fracture site has not allowed the full movement. for the
tingling there could be two reasons one is that your tingling is coming due to impingement of your nerve into the tight soft tissues or its impingement in the newly formed
callus (new bone formed)at the fracture site.
for the treatment-
I would suggest you to start with regular
physiotherapy sessions by a physiotherapists who specialises in musculoskeletal or orthopedic problems (i.e. masters of physiotherapy ortho or musculoskeletal). your arm need to be treated with hot wax bath (if the sensation of the arm is normal like the other side), mobilizations of elbow and wrist joint, stretching and strengthening exercises of all the muscles of arm individually.
this should definitely relieve you from pain,
stiffness and tingling.
If symptoms doesn't improve consult your orthopedic who treated you for the fracture.
