Red, Itchy Rash On Ankle, Swollen Ankle, Sore To Touch. Applied Benadryl Cream. Have Heart Problem. Should We Go To Doctor?

A rash has appeared on my 94 year old husband's ankle. Red - itchy, and his ankle has swollen. It is sore to the touch and has been bothering him for about 2 weeks. He does not have diabetes, but does have a heart problem. He has put Benadryl cream and that has relieved the itching somewhat. Should we go to the Dr.?
