Red Streaks On Lower Legs, Itching. No Bugs

I periodially get parallel red streaks (3 o 4 streaks) on either of my lower legs. They come and go after only 5-10 minutes or so. They are always perfectly parallel. This has been accompanied by plenty of uncomfortable itching on the lower legs, whether the streaks are present or not. This phenomenon has been going on for almost 4 weeks. Exterminator has ruled out bugs. Help!
