What is the cause of neuropathy ? Is it diabetic peripheral neuropathy ? You should be assessed to see the range of passive movements in the ankle and to check any available muscles for transfer etc if possible. You may be benefit from dynamic splints which can be worn cosmetically inside the shoes and trousers. It may be possible to transfer the available other muscles to lift your foot up or fix your ankle in desired neutral position by surgery.
