Should A Negative Blood Test Be Considered Conclusive For HIV?

HI I have a question about my HIV test result. I had unprotected sex on September 4-6th and got tested on December 5th. I am not sure what test that was but blood was drawn and test result returned the next day saying negative. Is that consider as conclusive?

To be declared as HIV negative, there are certain standard criteria .
The validity of most of the card test available in the market are questionable.
