Small Child, Constant Loose Stools, Irritability, Lethargy. Tried Lactose Free Milk, No Relief. Cure?

My son is 27 months old. He has almost constant loose stools , goes 5-7 times per day, irritable and lethargic, he often complains his tummy hurts. When he was a baby he was on lactose free milk, we reverted bk to regular milk at around 11/12 months. We have since tried lactose free milk and products since but doesn t change his issues. Any suggestions??
