Stress Fracture In Tibia Of Both Legs. One Leg Is Recovered, But No Improvement In Other Leg

My daughter is suffering from a stress fracture in the tibia of both legs. After more then 12 months rest one leg is completly recovered, but the other leg does not show any improvement. She had to learn to walk again. At this moment she feels almost no pain in the injured leg. However, the fracture is still there. By the way is lives in the Netherlands. She has to decide what to do, surgery or continue with the fracture. I can send you the X-ray. What is yuor advise?
