Suggest Treatment For Blotchy Rash And Dry Skin On Stomach

I have had dry skin on my stomach for about a year now and three months ago a blotchy rash started to grow on my stomach as well. it looks as if it is a bad tan. but it really hurts. it feels like ants are crawling on my stomach biting it. what should i do?
