Suggest Treatment For Deafness And Tinnitus

my father has been diagnosed with lybrinthitis, and he's deaf in one ear now and that ear always makes noises and constant humming sounds even though he doesn't hear out of it. The good ear is muffled and sounds hollow when he talks, but he can hear out of it. When he raises his head up when in bed his back of the neck hurts. Has been to a couple ent specialists in AZ but they just wanted him to go to therapy for the vestibular nerve. Is there anything else that could be done? Does their diagnosis sound right?
