As per your query your brother have hoarse voice along with no fever or cough is mainly due to high pitch voice either in shouting or any other activity which leads to swelling or growths on the vocal cords. I would suggest you to give your voice some rest which will give time to heal vocal cords. Take steam inhalation to give soothing environment to vocal cords. Avoid intake of cold carbonated beverages and intake of outside of food. Sip warm water every day. Visit ENT specialist once and get laryngoscopy done, complete blood picture to rule out infections, x-ray chest to see lung related causes. Start treatment once proper diagnosis is made.

Hope your concern has been resolved.
