94 year old woman has Macular degeneration and has been seeing what she describes as bushes for years. Now she is also seeing wire when she is looking at peoples hair. is this a problem of vision or is there a possibility of a brain tumor, deterioration of the brain or....??

It is an age-related change and can not be reversed. However, drugs like steroid and donepezil can prevent worsening. Consult a neurologist and get evaluated.
