Toenails Of Infant Growing Into The Skin. Toe Red With No Pain. Should I Be Concerned?

3 month old has toenails growing into the skin since birth. Today the right big toe is red around the nail. No pus, not hot to the touch. Nor does it hurt to touch. Seems impossible to get the little nail free from the skin. Should I be concerned? At what point does she need to see the doc?
