A syringe should not be reused as after a minute or so the blood clots and that clot can clog an artery of yours . Also bacterial growth can occur in blood and lead to infections. Intravenous drug users have a higher incidence of Bacterial Endocarditis etc which is a disease where bacterial infection occurs in the valves of the heart. So avoid reusing a syringe. Definitely a No.
