I am trying to enlist in the army but there is a high level of protein in my urin they took a ratio and from what i understand this is normal for me however the army is getting a weiver to allow me to enlist anyway would there be a problem in getting the wiever

You should go for complete renal function test with ultrasound and biopsy. search for the cause and take treatment accordingly. You need investigations. Protein loss can leads to odeam and effusion.
