What Cause Rash Like Red Spot Appear On Chest?

hi, so a few days ago tiny red dots have appeared on the chest cleavage area. They are not itchy or have a burning or tingling sensation. Im wondering if it's a rash. Although, i recently started using a new body wash that may be the cause of the tiny red dots? im wondering why these dots have appeared.
