What Causes A Flat Red Rash On The Foreskin Of Penis?

20 years old, 6foot 3 tall, male, healthy no medical history. I had a hiv duo test 14/15 days post possible exposure and also tested for sysfilis chlymdia and gonoreha all tested negative. What is the likely out come? I also have a flat red rash on the outside of my foreskin what is this? some times it dries out into white flaky skin.
