What Causes A Mini Stroke?

Is there an artery in the back of the neck that gets clogged and causes a mini stroke? The reason I ask is because one of my friends has a relative that had a mini stroke. she says the doctor reported that his two carotid artery s are clear but the artery in the back of the neck was clogged which caused the mini stroke.
