What Causes Black/blue Birthmark With Bumps?

Yes. My nephew just born yesterday has a large black/blue birthmark covering the front of his head/forehead. It has small bumps on it. Im thinking it may be a cavernous hemangioma. My brother and the baby's mother have not consullted a dermatologist yet about it. My mother and I are concerned. I just found out the baby's mother was smoking during her pregnancy. I want to know if this may have caused it. If so could it be cancerous. Also can this mass shrink on its own?

Thanks for the query.
Better to diagnose if we can see the photo.
It may be naevus, or if eleveted above skin , may be haemangioma.
Smoking shuoldl not cause it.
Both the conditions are not cancerous and will shrink on its own.
